perl build.pl publish
would upload the topic text to twiki.org (creating the PluginName topic if it doesn't exist), followed by the actions in target upload (specifically, uploading the .zip, .tgz, and .md5sum files)

never mind, upload does it all now (was broken last time i checked...)
still, i wonder if publish and upload as separate build targets would be a good thing? if not, i think upload should be called publish.
