NOSEARCHALL was a hack that was needed because TWiki didn't honour permissions in webs. Now it does, so NOSEARCHALL isn't actually needed any more. Several times I have had TWiki admins get totally confused by the relationship between NOSEARCHALL and permissions.

Of course we have to continue to support it, but the documentation should reflect that there's a lot better ways of managing access to webs than NOSEARCHALL.

Also, it needs removed from FuncUsersContrib. setACLs really shouldn't be setting it.
