Add something to the topic name to make it unique. It's a move operation! You also can't move a topic over a topic with the same name in another Web.
That is
so not the right solution. If Trash is supposed to be considered just another web, then it should be renamed. The name
Trash
has implications from both the real world and, more importantly, the computer world. When I throw things into my Mac's trashcan, it doesn't make me rename a document just because there's something there with the same name: it creates a unique name based on the original name. (I can also empty the trash, but that's a different conversation and bug report.)

This is supposed to be done automatically when deleting topics.
CC was quite surprised to find that it was broken.
Also, if deleting something is supposed to be considered nothing more than a move operation, then take
Delete topic
out altogether. Just because it's
implemented as a move is irrelevant to the user who thinks he or she is deleting something.
