It may be desirable to support editing of a topic without allowing to change topic-specific settings? For example, I may have an application that demands a certain view template, which I do not want somebody to change even if I want the user to allow to edit the very topics with this special view template. Of course, I could always change the edit and more templates to remove access to this feature, but maybe an access control setting might be easier?


Probably, but that's more of a rhetorical question than a bug report. Before even thinking about doing this, we would need a sensible meta-data model. Fields in forms, text in topics, forms in topics, webs, are all objects that could potentially have the same set of meta-data, including access controls. That level of refactoring is required before trying to do this, otheriwse we risk just hacking more hacks on top of the existing hacks.
