This is an enhancement.
Remember that on many shared hosts you have only a text access. Also many Linux and Unix webservers run without X. So whatever is enhanced still should also work from a terminal only.
Also remember that some do not even have a terminal but only ftp access and what you can access from a browser. It also has to work for them.
But that does not prevent making a nice GUI also.

is still available from the command line. it's just a webpage, and all of the 'fancy' enhancements---graphics, hover effects, layout, styling, etc. are all just CSS. this will also enable people to easily 'cross compile' a twiki for upload on an ftp-only system.

added an option to force an installation if twiki is already installed, rather than just spitting out an error message (and after you had filled out all of the information, at that!)
