Configure does various "sanity" checks.It needs to be more obvious when one of them fails.

For a specific example, it has been recommended that LocalSite.config be set to read-only to avoid malicious changes. When the file is read-only, configure prints a note, but the note is easy to miss.

Please consider making the following (or similar) change to bin/configure:

    print CGI::h2( 'TWiki Administrator Login');

    print $sanityStatement ;    ## printing this in any case..
    print "</span>\n\n\n";

for a result that is much more obvious.
