Add viewplain template so popups windows can be styled in current skin

To get a topic without any side and top stuff we call template view.plain.tmpl with ?cover=view.plain. This suggests view.plain is a skin, which it isn't.

There is an alternative: change view.plain.tmpl to viewplain.tmpl and call the template with ?template=viewplain.

The same argument goes for view.print.tmpl vs. viewprint.tmpl.

SVN 9052 adds an additional template parameter to launchTheWindow. Example:

launchTheWindow("%SCRIPTURLPATH{"view"}%/", inWeb, inTopic, "", "viewplain" );

I am OK with adding a new mode for plain view, but we should not remove the plain skin. This will break existing apps out there that depend on the plain skin. The plain skin is a real skin, just one without any page decoration.
