As TWiki web should be read only under normal circumstances


The NewUserTemplate needs to be done like the TWikiUsersTemplate viz there needs to be a read-only version that is used by default, with the ability to override it with a custom version in Main.

So the TWikiUsersTemplate should move to TWiki, and the code should be modified to allow a local NewUserTemplate to override the default.

UserForm needs the same treatment.

TWikiRegistration - well, you can just copy it, and redirect people to Main.TWikiRegistration instead. The only thing that explicitly points to it is doc, AFAIK
