Great idea - bad timing.
We are in front of a patch release. 4.0.3 will be shipped within 2 days from me writing this.
- Patch releases should avoid altering preferences too much to make upgrading easier for the admins. We should not add setting that are not yet used anywhere.
- Having setting that are used nowhere is confusing.
But the idea is good and when implemented will make splitting out in the 3 webs much easier. And it is something people have requested. So I support the proposed change 100%. But please wait a few days till after the release and then re-commit it.

You have missed an important part of the point of adding this. It would allow relevant TWiki documentation to be rewritten using
DOCWEB
instead of
TWIKIWEB
, with no change in behaviour until all of the documentation had been fixed up or added.
Admins are not supposed to be changing documents in
TWiki.TWikiPreferences
, as noted at the topic of the topic. That's the point of having
Main.TWikiPreferences
(which ought to be changed, but that's another story and another bug report.)
It's too bad we couldn't have had the conversation earlier in the week, when the issue was first brought up, but that's life. Hopefully this will help assuage your fears about this change.
Putting the web changes back in, with a comment to explain why they're there and changing the "read-only" note to bold so that it's less likely to be overlooked.
