If registration confirmation is enabled and the WIKIWEBMASTER email address is incorrect, registration fails. This can be confusing to new admins, especially when they cannot modify the TWikiPreferences topics until they have registered a user and added it to the TWikiAdminGroup.
To avoid these problems, I propose we add a configure option for the email address that user registration relies on. WIKIWEBMASTER would either stay as it is, or be automatically populated with the configure setting. The only potential downside I see to keeping the WIKIWEBMASTER setting in the topic is that new admins may not realize they need to set the admin email address in two locations.

Agree. This is one of the eternal problems that people come with on #twiki where we have to ask people to hack out the first confirmation from
RegistrationApprovals to register themselves the first time. And they cannot edit the
TWikiPreferences topic because they are not yet in
TWikiAdminGroup.
We need to make these last steps of installation a little easier.
I would however not let configure hack the setting in the topic. I would add it to configure and remove it from
TWikiPreferences. When upgrading the admin will need to edit this setting ONCE. For 4.1 I think this is acceptable.
