In the old twiki, plugins could be disabled in a web by adding it to DISABLEDPLUGINS or enabled per web by adding it to ACTIVATEDPLUGINS. That option is gone now without replacement. The documentation
TWikiPlugins describes a method of per-web enabling, but that appears not to work, and is not a good idea anyway as described.
Need the capability of enabling plugins per web back. As this is a backwards incompatible change, mark as requirement.
Note also the related Item3141 on a per-topic enabled plugin feature. A consistent solution would be great.

CC, it does not need to be the old mechanism, I am just asking for
some way of doing this. A config option that does web-specific activation or deactivation is also fine and it may be more efficient. --

The code I checked in is efficient enough, and covers
Item3141 as well. No need for anything cleverer, I think.
