Now that configure has an extension installer this needs to be documented.
Especially the CPAN dependencies that are now added such as: Archive::Tar and IO::Zlib and maybe more that I have not yet run in to.
Also the configure script shows far more extensions than it is actually able to install and even when it does install it shows mysterious warnings that could be mistaken as not successful.
It needs to be documented in something you can read BEFORE you run configure what to expect from this feature which surely is not self documenting. And the only doc we have currently is INSTALL.html.
If we fail to do that people will run into a lot of trouble.

I am changing this bug item
In my view 4.1 should not be released until configure no longer depends on Archive::Tar / IO::Zlib for which there is an alternative.
We can write a whole "War and Peace" size novel about installing CPAN libs but this is not the way to fix this issue.
But there still is an task to do to describe how configure now works in 4.1
I will not do that until configure is debugged and fully working.
