Not sure on how it causes the problem, but I first noticed it on my local install.
When you try to Edit or Manage (and possibly other operations) this Topic it breaks the html of the page. The problem appears to be some sort of character conversion happening on load. eg. "<" = "<".
The file seems normal when viewed via the filesystem, so I'm not sure how to edit the page contents for a fix... or even if its the page contents causing the problem.
The problem is also present on twiki.org.

The problem is that the variable EDITBOXHEIGHT is set in a real topic instead of the users home topic. It does not matter which value you set it to. Any value makes it fail.
It works OK in your home topic.
I will fix the tool tip topic so at least it can be edited.
The actual problem is still a low priority issue since it never had any function to set EDITBOXHEIGHT. And after the
PatternSkin was updated in TWiki4 to use a cookie to save the height the option has no effect at all in practical. It may have a function in other skins so we cannot just remove it.
The fix in the tip topic is to put a small <nop> in front of "set" like * Set EDITBOXHEIGHT = 15.
But since the settings have little effect I will replace it with something else in the example.

I removed the reference to obsolete EDITBOXWIDTH and EDITBOXHEIGHT, and replaced with LINKTOOLTIPINFO.
