As we all know, the UpgradeTwiki script is not in the best shape. Latest example is
TWiki:Support/AfterUpgradeLayoutUpsideDown.
Suggestion: For TWiki 4.1, remove the UpgradeTwiki script, or put a prominent warning on the issues, with a recommendation to use the manual upgrade procedure.
I am setting this to urgent, needs to be discussed at release meeting.

I agree that the script should be removed.
It hardly does anything else than copy files from A to B. And afterwards you still have to do a lot of manual work.
And then probably repairing some of the stuff the upgrade script did.
The important things such as merging the new system users and the existing TWikiUsers topic, preserving preference topic settings, running the script that adds email addresses to htpasswd is not handled at all.
What the upgrade script actually does can be done pretty quickly manually.
And the upgrader has much better control of what is going on.
Either an upgrade script should work properly and completely or not be there at all.
And after a year of no maintenance of this script it probably does even more harm trying to upgrade from Cairo to 4.1

Per release meeting decision from 08 Jan 2006 the upgrade script has been removed from distribution.
I decided to make a complete rewrite of the manual upgrade procedure.
This needs to be added to twiki.org!
To ensure that this is not forgotten I have added this last step to the release checklist at t.o instead of keeping this item open. After all it is a generic step for all releases.
