Bug 1: Add a <literal>...</literal> section to a verbatim section and you get <!-- literal3 -->

Bug 2: Add a line with <literal /> self terminating literal tag. The rendering engine will stop att his point (text further down is lost.)

I am tempted to put this as urgent, but I do not want to hold back the 4.1.0 release because of it.

This is a chicken and egg situation; whether literal is handled before verbatim, or vice versa. I chose the former because of the risk of one of the other formatting features mangling html intended to be included literally.

It's definitiely fixable, just requires someone to do it.
