I have a problem in understanding what is going on in template/oopsgeneric, which has lines like:

%MAKETEXT{ "[_1]" args="%PARAM2%" }%
%MAKETEXT{ "[_1]" args="%PARAM3%" }%
%MAKETEXT{ "[_1]" args="%PARAM4%" }% 

As I understand it there is no chance of actually translating the params at this point?

No, it makes no sense to list these in a translation file. But that would be another Bug Item.
