ActionTrackerPlugin settings can't be overriden via
WebPreferences as suggested in the documentation.

ActionTrackerPlugin.pm as not applicable to settings of Plugin topics. I'm not quite sure what that means, but I'm quite sure that getPreferencesValue($key) is called (no $web param) and that this does not allow
WebPreferences to override the settings.
getPreferencesValue( $key, $web ) -> $value
Get a preferences value from TWiki or from a Plugin
- $key - Preferences key
- $web - Name of web, optional. Current web if not specified; does not apply to settings of Plugin topics

No, the web parameter is for when you want a setting from a specific web. if you don't provide it, then getPreferencesValue gets the value of the preference, which includes looking in the
WebPreferences for the current web.
Can you describe exactly what you are trying to do? Which preference, where you have set it, etc?
