Detail

The WYSIWYG framewrok has finally pushed me over the edge w.r.t to the requirement for a way to set preference values from within plugins. I really should have done this instead of using the context mechanism (though that does have advantages). The main rationale is for communicating between plugins and templates; the specific case in point is the EDITOR_MESSAGE setting which is used to display a "why WYSIWYG can't start" message in the edit template.

because this is going in quite late in the day, I have unit-tested it extra carefully.
