After you enable {UserInterfaceInternationalisation} first view shows an error
The error relates to _language_name but the real root cause is that TWiki has not yet created locale/languages.cache and put the language list in it.
A simple refresh of the browser and the page shows correctly and the bug is gone forever.
Seems the creation of the file is either happening too late OR we have just not taken into consideration the confusion the error message gives.
A dirty fix could be to write - "try and refresh the page" in the error message.

I would suggest to write the locale/languages.cache at bin/configure save time, if that is possible.

Easy to fix.
It is the files bg.po and fi.po that do not have a translation of _language_name defined. When you add some string the creation of the cache happens with no problem.
So we need someone from Bulgaria and someone from Finland to add at least those two words.
There is no need to add any additional fixes. It is not correct that we have half empty po files and especially not one where the key word needed for the pull down menu is missing.
Raising to urgent because this is so easy to fix.
