I got this feedback from Joel Nelson via e-mail:
your jp.po file for TWiki has the wrong language name in it.
In the file you submitted, you have
# please enter the name of your language here (written in the native language):
#: lib/TWiki/I18N.pm:293
msgid "_language_name"
msgstr "簡体字中国語"
obviously thats not right. i corrected it locally but im not going to take the time to register and commit the change to the svn server.
correct is:
msgstr "日本語"
and while you are at it, shouldn't it really be named "ja.po"?

Fixed the language.
I am 99.999% sure I did it right.
I also renamed to the correct ja.po so it follows the convention that we use the locale name.
