Sandbox has three cases for process execution: safe pipes, emulated safe pipes, and raw exec. If perl doesn't support safe pipes and we can't emulate them, then it fails over to raw exec. Unfortunately a raw exec throws away $!, making debugging the Windows platform rather hard.
