I have some reservations on this patch since it depends on the big LWP library, wich raises the system requirements and slows down the system. Possibly extract and create a TWiki specific small lib.
Or if possible, the use of LWP or "compatible" could be made optional in configure? (And only run-time included if set).
I'd really like to see LWP in the core, both for http1.1 multiparts and https.

Security should weight higher than another dependency from LWP which should be available on almost any Linux distribution, anyway. (Don't know about Windows.)
This was as far as I can see never merged from DEVELOP into MAIN.
Correct me if I am wrong. But I cannot find the code in the current MAIN tree.
So I set it to New to flag this fact. Will be a post 4.1 merge!
