The unisonsync program is currently (in revision 6004) in tools

Arguably this is the wrong directory.

This could be a dual purpose GUI plugin / CLI TWiki:Plugins.CommandSet based on TWiki:Plugins.TWikiShellContrib

For this to be moved to a plugin/commandset I'd like a place to put its config, but in some cases this would have to be not overridable in the plugin page.
