A newly added topic can be totally missed by the email notification. Here's a sequence that should cause the issue:

  • Create a new page (possibly spending hours repeatedly editing it).
  • Realize there's a typo in the topic name, so rename it.

The topic is new, still at rev 1. The problem arises because the .changes file has the old topic name. When it's processed, that topic page doesn't exist, and so is skipped. No notification is generated for the new page.

There should be a notification!
