It's bloated to USERINFO{format="$username"} which works, mostly, but is not compatible. It ought to expand to the result of expanding %USERINFO...

Same for USERNAME and WIKINAME.

This bug is urgent as it broke the BlogPlugin and possibly other TWikiApplications that use default ACLs on topic creation using a correctly expanded WIKIUSERNAME. So a 

   * Set ALLOWTOPICCHANGE = %WIKIUSERNAME%
will become 
   * Set ALLOWTOPICCHANGE = %USERINFO{format="Main.FooBaredUser"}%
