This is an extreme edge case; it is quite hard to imagine why you would want the scripts to reside in /.

It is an edge case, agreed. That's the reason for the initial normal
priority. Anyhow I thought I should report this bug, since some links work properly, some don't. I am fine with your suggested solution. -- MichaelRau

OK. Dropping priority to normal.
A scriptUrlPath of / is actually ok, but if you take the new help literally, then it isn't allowed. Since the alternative is an empty string, which is also disallowed, then everything works as expected.
