A GROUP definition is nominally a TWiki variable: unfortunately the parsing of this doesn't meet the line break standard for TWiki variable, so the user list has to be all on one line.

The workaround for creating long user lists is to create small groups and nest them; hence this is Low priority.

removed future. Causes too many mistakes. N/A is just as fine if we do not know which target.
