%WEB% is described in VarWEB as "name of current web". But what is the "current" web? Is the current web:
  • The web that contains the topic currently being viewed?
  • The web that contains the topic that contains the %WEB% reference?
  • Something else? Several different things depending on context (view, edit, included topic, topic creation etc etc)?

There is a degree of confusion in the code in this respect. It urgently needs proper and consistent description.
