It appears that the TWiki:Plugins.TwistyPlugin
must be turned on for the patttern skin to work. If we ship with pattern skin as the default, we also must turn on this plugin as the default. -- TW
Yes - it needs to be ON by default. Ie. added to TWiki.spec
You can turn it off if you install another skin - but default it needs to be ON with Patternskin.

Not sure if this needs to go in the release notes.

Twisty does have fallback: only with js enabled the twisted contents are hidden.
