I'm going through the manual upgrade steps as directed by TWikiUpgradeGuide. I already found one Item2926 which was fixed rather quickly. Here is another item...

Looks like the instruction to manually update LocalSite.cfg from the old TWiki.cfg should have along side it guidance to update LocalLib.cfg from the old setlib.cfg. When I did this a bunch of things started working.

There are still a boat load of error messages to be sorted out so I'll probably be reporting more bugs and/or pleading for help. smile
