Oh I see now, there are two references.

1. twikiplugins/ClassicSkin/templates/css.classic.tmpl
2. templates/css.tmpl

both setting the css attributes of twikiNewLink.

             background-color:%NEWTOPICBGCOLOR%;
     }

Sigh, IMHO there are too many of these seldomly used mini features. These two variables are been used to customize colors of the the ? in NewWikiWords, no more.
