lib/TWiki/UI.pm has this:

This supposedly should prevent TWiki from hanging on some Apache flavors. Ironically, this causes TWiki to hang with TWiki:Codev/TinyWeb webserver on Windows, see TWiki:Codev/TWikiForWindowsPersonal.

We need a flag in configure to make this optonal. (The flushing of STDIN is currently commented out in the TWikiForWindowsPersonal distribution.)
