We really, really need a way to get URLs from plugins.
At the moment we push people off to using LWP, but that is a PITA becuase of things like the proxy setup.
The best thing to do is to publish getUrl through Func. I was reluctant to do this before because is it pretty brain dead, but recoding it to generate a pseudo-HTTP::Request object is the way to go.
This allows a simple resolution to Item2726
(and provision of a key service to other plugins)

Please seriously consider this enhancement for 4.1.1. It is something that Func has needed for a looooong time. It's nearly amazing that I was actually motivated to implement it.
If this had been a week ago then OK. But I have very few hours and 4.1.1 HAS TO go out this weekend for various reasons.
It is really too risky.
But I am OK with 4.1.2 and not waiting for Freetown. Just keep it in waiting for Feedback.

OK, it's ready for release; but should we merge to 4.1.2 or wait for 4.2?? Could really do with some reviews.
