Template selection order

When creating a new topic, the template is always "Default template", even when the web has a WebTopicEditTemplate properly configured in the preferences.

From a user perspective, the web template set in the preferences should always be first, and require effort to override.

The sort order should be:

Local WebTopicEditTemplate (if exists / set)
Default template
All other Template topics in the web

Bumping to urgent.

I have had several of my users complaining that their default web template is ignored now when creating topics using Jump or URL. And it must be easy to get back. I would like this in patch release 4.1.2.

I have removed the reference to %TWIKIWEB%.WebTopicEditTemplate and left an empty value instead. Now if a local web's WebTopicEditTemplate is defined that one will be used.

Closed with release of 4.1.2
