Followup to Item3699. The current setting - which requires TWikiAdminGroup to be able to change WebPreferences - makes it impossible for anyone but TWikiAdminGroup to create webs, because WebPreferences is Set ALLOWTOPICCHANGE to TWikiAdminGroup only. This might be appropriate for root webs, but for subwebs it's a total PITA. Additionally it causes masses of unit test failures.

A better solution would be to restrict access to the person who created the web; but the current settings are making hierarchical webs unusable.

Later: the same issue exists on the Main web, which causes most of the registration unit tests to fail.

Fixed to support setting permissions appropriately, and also transfer arbitrary variable settings over from the form (better for customisation).
