Detail

The %TIME% variable appears to work (at least in Comment Plugin templates) but it is not documented anywhere that I could find - not in Special Variables, not in Template docs.

As near as I can tell, it's a dynamic variable that always displays the current time. (%TIME%)

I'm not quite sure where all the places are that this should be documented.

It exists in comment plugin to support templates written to work with old versions of the plugin. I removed the documentation because I don't want anyone to use it.
