Implementing the agreed feature from TWiki:Codev.UseIsoDates

Updated core code so that REVINFO, DATE, GMTIME, SERVERTIME, DISPLAYTIME, SEARCH uses new {DefaultDateFormat} configure setting
Indirectly this also changes the timestamp and signature formats - as desired
Short fixed list of formats NOT INCLUDING 05/06/2007 because this has a different meaning in different countries.

Unit test updated
For backwards compatibility the default is still the good old TWiki format: E.g. 25 May 2007
