Sven has put

$TWiki::cfg{Site}{CharSet} = 'iso-8859-15';

and configure still reports no charset at al::

http://develop.twiki.org/~develop/cgi-bin/configure

It also complains that it could not change to en_US.ISO-8859-1 locale (that locale must be not installed in the server), don't know it it has something to to with the charset thing.

Dunno about the second thing, but the first is fixable. SVN 6479 CC

develop.twiki.org does not converts the UTF-8 correctly into {Site}{Charset}, I see bad characters. Maybe because it runs Perl 5.6, I really don't know (??)

Does that fast conversion on TWiki.pm, lines 488-495 (below) apply for iso-8859-15 too?

    # Convert into ISO-8859-1 if it is the site charset
    if ( $TWiki::cfg{Site}{CharSet} =~ /^iso-?8859-?1$/i ) {
        # ISO-8859-1 maps onto first 256 codepoints of Unicode
        # (conversion from 'perldoc perluniintro')
        $text =~ s/ ([\xC2\xC3]) ([\x80-\xBF]) /
          chr( ord($1) << 6 & 0xC0 | ord($2) & 0x3F )
            /egx;
    }
