Current SVN (r14254) apparently won't run with I18N settings:

TWiki detected an internal error - please check your TWiki logs and webserver logs for more information.

Testcase is simply to enable ui i18n:

$TWiki::cfg{UserInterfaceInternationalisation} = 1;
