That's why you get a
ERROR mailnotifier cannot find web TestWeb
error message by the MailerContrib. But it surely has other more sever consequences.

How can this be resolved wrt performance and correctness?

This shows up if there are some webs left over when running the unit tests. But it should also be reproducible like this:

mkdir .../data/SomeWeb
cd bin

The issue is that webExists() checks for WebPreferences but getListOfWebs() does not (for performance reasons?). It once did, as far as I remember. What's the best fix?

Added a unit test. Confirmed.

In the end I just filtered the listed webs using an existence check.
