Well can't we test for file existance separate to file size > 0?
I think the current message is OK, given the current logic. The logic could be improved, yes, so I'm only going to defer this and not close it. CC

One reflection, i don't see anything wrong with either the logic or the message.
The system acts stupid, while blaming the user. Who has to figure what out?
It would be very informing that the file is zero bytes and thus cannot be uploaded.
OK, this is one of those cases where it maybe looks ok to a native English speaker, but has a double meaning for a second language speaker, however fluent.
