The shipped PublishWeb config file topic has a blank HISTORY parameter. The config file parser in Publish.pm doesn't notice this and sets $this->{historyTopic} to the empty string, which leads to the following somewhat vague error message:

RCS: failed to create file : No such file or directory at /data/loss/www/default/htdocs/cxcoptics/lib/TWiki/Store/RcsFile.pm line 755.
TWiki detected an internal error - please check your TWiki logs and webserver logs for more information.

It'd be nice if it used the default HISTORY value if passed a blank string, which (other than preventing the above error) would also allow the shipped PublishWeb config topic to be used as is (great for novices).
