sometimes, TWiki:Plugins.TWikiInstallerContrib gets the following error:

tar: Skipping to next header
tar: Archive contains obsolescent base-64 headers

bzip2: Data integrity error when decompressing.
        Input file = (stdin), output file = (stdout)

It is possible that the compressed file(s) have become corrupted.
You can use the -tvv option to test integrity of such files.

You can use the `bzip2recover' program to attempt to recover
data from undamaged sections of corrupted files.

tar: Child died with signal 13
tar: Error exit delayed from previous errors

turns out this is because sometimes the download of http://twikiplugins.sourceforge.net/twiki.org.tar.bz2 times out. using the -O - construct (writing to stdout), means that wget doesn't continue trying to download the file after an error (retries is set to 1). so, this new version saves the download to a temporary file.
