If JavaScript is disabled, then I get a plain textarea to edit TML as expected. However, I also get TinyMCE's help, which is pretty inappropriate in that case.

Since disabling JavaScript is a client setting, I consider this not solvable by simply disabling WYSIWYG for all users.

I am not extremely concerned about that (hence setting to "Low") because I think that most TWikis will be used in an environment where users will venture to use JavaScript. It just hits paranoiacs like me who run Firefox with the NoScript extension until I give in and allow JavaScript for the beta's hostname/port combination.

Added EDITOR_HELP which is set by the plugin, and used in the template. If it isn't set, then the default help is used.
