Scenario:

New user installs TWiki
Visits configure, saves without setting a pwd for configure
Visits TWikiAdminGroup, intending to elevate themselves to god status
Can't change it, cos it's restricted to TWikiAdminGroup
Can't log in sudo=sudo cos they didn't set a configure pw
Stuck, weeps, abandons TWiki

Possible solution:

Force setting a pw in configure
Add doc to TWikiAdminGroup to explain how to log in sudo
