The first cell should not be visible; it should be merged with a colspan. TablePlugin inserts a space in the cell.

The question is actually what the spec is for an empty cell that has nothing to the left of it.

I am not sure we can call this a bug. And changing the behavior is probably not going to cause much trouble either.

Since there is doubt about the spec here it is best to fix this AFTER 4.2.0 IF we decide there is something to fix to allow a long test period. But I am actually not sure there is anything to fix. I think we are outside the spec of TML table merge.

I have changed this to Core because it is the core basic table rendering. Maybe Peter can comment on the syntax. We may just No Action this one.
