Putting LINKTOOLTIPINFO in a web's <nop>WebPreferences enables it okay, but it doesn't matter what I tell it to output, it always outputs as if format is $name - $date - $rev: $summary.

Tried in two different browsers. Don't think it's a caching issue.

yep, its because TWiki::isTrue evaluates to true if the test string is anything other than off, fales of empty.

Simple fix.
