Registration of a person with a name higher in the alphabet than the last entry is entered in TWikiUsers at the last line in the file instead of the last line in the list. Ie below the ALLOWTOPICCHANGE.

This error was introduced maybe already in 4.0. It worked fine in Cairo.

In Cairo the code tried to find a name which is higher in the alphabet and put the new entry before. When Cairo reached the last line that matches a user entry or a A-Z header it added it there. In 4.1 and 4.2 (did not check 4.0) it continues to the end of the file and adds the poor bloke there.

I have already fixed this so ZycZaccary ends at the right place. Checking it in.
