Huh?

Configure uses TWiki::Net to get URLs. IIRC that is coded to fall back if LWP isn't available. However if that is borken, and you have a patch, who am I to argue?

TWiki::Net without LWP is pretty good at not working on modern web servers - as the comments in the code says - it'll work maybe, but only if its http1.0.
