upgrade of topics from one dakar to another fails as we are not comparing with the release the users existing setup is from, and not creating the topics from the last beta, rather from cairo again. so we attempt to patch, when we should just over-write -- SD

i'm not going to work on this unless there are no remaining bugs that affect the normal running of the system frown -- SD
discarded as theoretically all of the RC* sites have already upgraded to a proper release -- WN
